Richmond, VA – Delegate Nicole Cole expressed her deep gratitude to the district's residents for entrusting her to serve as their representative and for the opportunity to continue the work on their behalf. ”I am thankful for the support I’ve received and am excited to keep advocating for policies that protect families, strengthen communities, and address the everyday affordability concerns of our community,” said Del. Cole, upon House Bill 422 passing its third-floor vote in the House.
House Bill 422 would prohibit public water and sewer utilities, regulated by the SCC, from filing for a rate increase more than once every three years. The bill includes exceptions for rate decreases, temporary emergency increases, limited adjustment clauses or surcharges, and extraordinary circumstances that impact the waterworks utility’s ability to provide safe and adequate service.
By establishing a three-year rate case cycle, the legislation aims to provide families, localities, and regulators with greater stability, affordability, and transparency. The measure is designed to help control rising household costs for essential services while still allowing utilities to address legitimate financial or operational needs.
Currently, there are at least three communities in Caroline County and one in Spotsylvania that are served by regulated waterworks companies. For these customers, monthly water and sewer bills have been up to 89% higher than the Virginia average rate. The scope of the bill excludes municipality-managed water and sewer utilities.
