Virginia Speaker of the House Don Scott has ordered his fellow Delegates to return to Richmond for a Special Session on Monday October 27 at 4:00 pm. The purpose is redraw 3 Congressional Districts. This is part of what has been going on nationally to influence the 2026 Congressional Elections.
Trump’s allies at the state level have been successful in a number of state legislatives to pass legislation to redraw Congressional Districts in his favor. This strategy is to keep the Democrats from getting a majority in the US House of Representatives. Virginia Democrats hope keep this from happening by redrawing those 3 Districts in their favor. A number of other states including California are doing the same thing. The Republicans are going to argue this doesn’t need to happen.
Speaker Scott has the power to bring them back due the slim majorities the Democrats have in both the House of Delegates and the Senate.
According to Channel 6 Richmond Speaker Scott is calling the Special Session because he never adjourned the 2024 Special Session. Marcus Schmidt wrote in the The Virginia Mercury on October 23 “In a letter to legislators, Scott cited constitutional provisions and joint resolutions authorizing the General Assembly to reconvene the 2024 Special Session I “to consider matters properly before the ongoing session and any business laid before the body”.
Va Senator and Majority Leader Scott Surovell told The New York Times “We are coming back to address actions by the Trump administration”. He goes on to say what Virginia does is “a corrective to Republican-led redistricting maneuvers in states such as Texas, Florida, and North Carolina.”
In The Virginia Mercury, Republican Party Chair Mark Peake a State Senator from Lynchburg, in a video on X characterized Scott’s move a sign of Democratic desperation before Election Day.
